I added a bottom margin to the load more button as a quick workaround but dunno what's the root cause.

Or maybe we can use boundaries to filter only those I have permission to assign to. Which would mean needing to set a reasonable default for that, and add a way to edit the boundaries of a user.

Reduce the permissions list in boundaries only to those relevant for each specific activities

When someone who doesn't have permission to publish in a topics @ mentions it, and it appears in Submitted for publication section, those with permission should have the ability to publish it in the topic after the fact
